The Iowa Tests of Basic Skills assesses students through a standardized achievement battery for the purpose of  improving instruction.  According to the ITBS authors, the tests communicate dependable information about each student's most developed and least developed skills.  A wide variety of educational stakeholders use the scores on the ITBS to hold schools and teachers accountable for improvement in their students.
